Rio is the former head of the Northolt Fraternity, a criminal organisation in the city of Milton Hoight. He moved in with Halifax after seeking forgiveness for his past deeds.

Rio first met Halifax when the latter came to Milton Hoight seeking a peace treaty with the Fraternity's former head, Jack Palomino. In an attempt to discover what Halifax knew about Palomino, he first captured him and then, later, tortured his then-girlfriend Kali and cut out one of her eyes. After a later attempt to blackmail Kali and murder Halifax led to the death of an innocent party, Rio resigned his position in the Fraternity and sought forgiveness with Halifax.

Rio has since become a valued friend to the Nixon Street residents and married Kali, the girl whose eye he once cut out. Although this started as an attempt to help her regain custody of her daughter, Kali found herself developing deeper feelings for Rio. Spurned by Holly when attempting to act on his own burgeoning feelings, he took solace in Kali and the two have since come out as a couple. Rio currently works as Shakra's accountant and personal manager while trying to rebuild his friendship with Holly.
